According to the relevant management regulations of SINOPEC's bidding and procurement system, and in accordance with the workflow of post-qualification review of public bidding and the arrangement of bidding work plan, SINOPEC Materials and Equipment Department (hereinafter referred to as the Materials and Equipment Department) organized an expert group to carry out on-site review of the first batch of the top-ranked 22 suppliers on January 12 - January 20, 2017; and organized an expert group to carry out on-site review of the remaining short-listed 51 suppliers on February 24 - March 3, 2017; among which 5 suppliers gave up the qualification of short-listing in written feedback. 51 suppliers to carry out on-site review, of which 5 suppliers gave up the qualification of shortlisting in written feedback, did not arrange for on-site review.

The situation is reported as follows:

    The two on-site reviews were conducted on 68 suppliers, of which 8 suppliers' actual situation was basically in line with the bidding documents, and 60 suppliers' bidding documents were inconsistent with the actual verification in terms of qualification, personnel and technical research and development capability, equipment capability, and performance. Of these, 4 suppliers had discrepancies in terms of qualifications, 26 suppliers had discrepancies in terms of personnel and technical R&D capabilities, 39 suppliers had discrepancies in terms of equipment capabilities, and 47 had discrepancies in terms of performance.

    In view of the on-site review found that the number of suppliers whose bidding documents were basically in line with the review results only accounted for 11% of the number of shortlisted suppliers, the number of compliant bidders could not meet the requirements of the bidding documents, in order to safeguard the legitimate interests of SINOPEC's bidders, and to ensure that the results of the bidding are fair and equitable, the Bid Evaluation Committee, after considering the matter, decided to reject all of the bids in this bidding, and the bidders, in accordance with the resolution of the Bid Evaluation Committee, will re-organize the The bidder will reorganize a new round of bidding as soon as possible according to the resolution of the Bid Evaluation Committee.

    Based on the principle of honesty and credit, SINOPEC will continue to strictly audit the bidding of the new round of framework agreement, and strive to build a healthy material supply ecology that emphasizes on quality, service, brand, and reputation, so all bidders are requested to strictly exercise self-discipline, self-checking and self-examination, and any fraudulent behaviors that occur in the bidding process will be investigated in accordance with the relevant management system and bidding documents of SINOPEC. For any fraudulent behavior in the subsequent bidding process, it will be severely punished in accordance with SINOPEC's relevant management system and bidding documents.
